Soccer Rules and Disciplinary Actions

It is the responsibility of each team within the Omaha Sports Complex (OSC) to insure that its actions on or off the field do not bring disrespect upon this facility. Therefore each team shall be responsible for the conduct of its players, coaches, managers and team supporters. No person will be allowed to use the facility in any manor without first completing a waiver form signed by a parent or guardian.

Standard FIFA Rules apply along with the following

1. If the ball makes contact with the ceiling or any part of the building the opposing team will be awarded an indirect free kick from the spot of the infraction.

2. No Offsides

3. Every Player must wear the proper shin guards

5:0 Disciplinary Rulings and Penalties:
5:01:01 The Disciplinary Committee for each division shall act on all disciplinary matters and shall have discretionary powers in interpreting the degree of penalties applied to team personnel and players. The Disciplinary Committees shall review all games that result in personal injuries . If, after reviewing all available information including the referee's report, witnesses to the injury, and any pertinent facts that would assist the Committee in making a ruling, the Committee will rule as to whether the play was FAIR or FOUL .

A Fair ruling will mean that the Committee could find no basis for sanctioning a player. A Foul ruling shall mean the Committee feels there is justification in sanctioning a player for his or her actions. The Committee has the right to sanction a player even though the Referee did not caution/eject this player for his action.

The degree of penalty may be increased or decreased according to the gravity of the offense.

A player that received a red card should immediately stay away at least 100 ft from his team's bench and the soccer field where his team plays. A red-carded player cannot approach or communicate with the Ref following the game.

Referees must report in writing all offences to the facility.

1 st Offence:
5:01:02 A player is cautioned (without expulsion) for:

A. Rough play

B. Referee dissent

C. Damaging remarks concerning other players, spectators, league officials or referees

D. Leaving the field without permission of the referee

E. Other, less important, unsporting gestures

ACTION: YELLOW CARD. Confirm caution to the player.

5:01:03 Expulsion of a player for:

A. Rough play

B. Repeated dissent of Referee's decisions

C. Insulting players, spectators or using foul language or gestures

D. Ungentlemanly conduct (with previous caution)

E. Leaving the bench and coming onto the field during an altercation

ACTION: RED CARD. Suspend player one (1) game.

5:01:04 Expulsion of a players 1st offence for:

A. Insulting or foul/abusive language, gestures towards a referee(s) or a League official

B. Violent conduct. Attempting to strike or striking another player or spectator.

ACTION: RED CARD. Suspend for three (3) games.

5:01:05 Expulsion of a players 1st offence for:

A. Violent conduct. Fighting before, during or after a game

ACTION: RED CARD. Suspend for four (4) games.

5:01:06 Expulsion of a player for:

A. Violent conduct. Attempting to push or strike any referee, linesman,

or official during or after the game.

B. Violent conduct. Pushing or striking any referee, lineman, or official

ACTION: RED CARD. Player shall be banned for life from the OSC

5:01:07 Expulsion of a player for:

A. Serious foul play, or vicious play

ACTION: RED CARD. Automatic League review and suspend for minimum of Six (6) games

2 nd OFFENSE by the same player.

5:01:08 Expulsion of a player for penalties in NO. 5:01:02&3 above

A. Rough play

B. Repeated dissent of Referee's decisions

C. Insulting players, spectators or using foul language or gestures

D. Ungentlemanly conduct (with previous caution)

ACTION: RED CARD . Suspend for three (3) times the original suspension.

5:01:09 Expulsion of a player for penalties in NO. 5:01:03 above

A. Insulting or foul/abusive language, gestures towards a referee(s)

B. Attempting to fight or striking at another person

ACTION: RED CARD. Report to league. Suspend for a minimum of nine (9) games or in case of injury, until the injured player returns to play.

5:01:10 Expulsion of a player for penalties in NO. 5:01:03,04, & 05 above

A. Fighting before, during or after a game, OR pushing or striking any

referee, linesman, or official, OR extraordinary foul / vicious play

ACTION: RED CARD. Player shall be banned for life from the MSL

3 rd Offence by same player

5:01:11 Accumulation Four (4) yellow cards by a player in a single season

ACTION: Suspend for one (1) game.

Once the suspension has been served, all previous yellow cards are waved from the player's record, however the one game suspension is counted as a red.

5:01:12 Teams accumulating five (5) Red Cards during a season, or who demonstrate a lack of respect for the laws of the game of soccer and this Facility, will be called before the Discipline Committee.

ACTION: One hundred dollar ($100.00) fine to be paid within 3 business days from notification by facility, followed by a committee meeting to determine if said team should be allowed to play in the OSC. In addition, the team could be placed on Probation and have One (1) point deducted for each additional red card or be expelled from the league

5:01:13 Any team manager, coach, or team assistant who receives a red

card during a game shall immediately leave the field. Should the team manager, coach, or team assistant fail to leave the field within five (5) minutes of receiving said red card, then his team shall forfeit the game and the score shall be recorded as 3 - 0 against the forfeiting team. In addition, said team representatives are not allowed to attend the next scheduled game. Failure to comply with this ruling shall cause his team to again forfeit a game and cause the facility to further sanction this representative.

5:01:13:1 Any player who receives a red card should stay away at least 100 feet from his team's bench and the soccer field where his team is playing throughout his suspension starting with the red card.

5:01:14 THIRD OFFENSE RED CARDS by the same player:

ACTION: Said player to come before the Disciplinary Committee to determine if this player shall be allowed to continue playing in the Omaha Sports Complex.

Appeals

Any team wishing to make an appeal against a ruling must:

1). Pay in advance a thirty-five dollar ($35.00) non-refundable fee to the league.

2). Have their manager submit in writing/email an outline of the issue/s to be appealed and sent to the disciplinary committee of their division.
